Health Care Organizations and the HIPAA Omnibus Rule

The health care industry is one of the most highly regulated industries in the U.S. and around the world. While a significant amount of these regulations are designed to help ensure quality patient care, some are concerned with patient privacy and the security measures taken to help ensure that privacy. These regulations have evolved greatly since the Health Insurance Portability and Accountability Act (HIPAA) went into effect in 2003. The latest update to patient privacy and the supporting security requirements were included in the HIPAA Omnibus Rule that was passed on March 26, 2013. Much of the final rule had been public for a while, in place as pending legislation, but some of it was not well known before publication of the full Omnibus Rule.

The Cybersecurity and Infrastructure Security Agency (CISA) leads the nation’s effort to understand, manage, and reduce cybersecurity risk, including by supporting Federal Civilian Executive Branch agencies in evolving and operationalizing cybersecurity programs and capabilities. While the ZTMM is specifically tailored for federal agencies as required by EO 14028, all organizations should review and consider adoption of the approaches outlined in this document.
